We seek a Human Resources Manager to help us provide an employee-oriented, high performance, “upscale” environment that develops and retains a talented workforce, with the intention of lowering employee turnover. We seek a strong systems person who will create, organize and streamline all HR related systems, and improve efficiencies in policies and procedures.

SCOPE AND RESPONSIBILITIES:
Primary Function:
The Human Resources Manager is responsible for the day-to-day administration of human resources practices, including employee staffing, on-boarding, evaluations, managing benefits, terminations and other employment matters. There is also the responsibility of complying with all federal/state/local employment labor laws and postings, as well as other government benefits programs. A significant function of this job is to be a liaison for employees with work-related and personal matters, which may affect their work quality and satisfaction.
Major Responsibilities:
- Maintains human resources policies, procedures and programs
- Responsible for the employee staffing, onboarding, training and evaluations process of employees, as well as responsible for the termination process of employees, adhering to the legal components
- Maintains company benefits by researching and offering competitive, traditional and alternative benefits and perks
- Adheres to legal compliance with City, State and Federal labor regulations
- Maintains employee relations by being a resource for questions, concerns, mediation, and general employee matters
- Provides general recordkeeping and filing of mandatory employee files
- Coordinates miscellaneous office needs and functions, such as party planning, employee meetings, clothes ordering, etc.
Objectives and Results:
- Maintains human resources policies, procedures and programs
- Maintains employee handbook
- Is knowledgeable of the rules/regulations/laws pertaining to HR policy and procedure
- Advises managers on policies such as equal employment opportunity, sexual harassment and discrimination issues
- Assists and suggests policy development and follow up documentation
- Processes the day-to-day efficient operation of the HR department
- Maintains confidentiality through all Human Resources practices
- Responsible for the employee staffing, onboarding, training and evaluations process of employees, as well as responsible for the termination process of employees, adhering to the legal components
- Searches and pre-screens (occasional interview) of applicants and reviews their experience, education and skills
- Works with on-line recruiting websites and recruiters
- Maintains employee review process and tracking
- Enters employees for onboarding process, development, needs assessment, and training facilitation.
- Maintains job descriptions for all positions
- Maintains company benefits by researching and offering competitive, traditional and alternative benefits and perks
- Works with broker for offering competitive, logical, health and dental plans
- Conducts Open Enrollment, enrollments, changes
- Reviews and proposes changes to overall compensation benefits package for the advantage of the employee and company, emphasizing cost-savings where possible
- Reviews health and dental invoices; settles discrepancies
- Adheres to legal compliance with City, State and Federal labor regulations
- Confirms and posts the correct, updated labor law posters, in office and field
- Follows protocol for labor compliance and regulatory concerns and reporting for Federal and State
- Adheres to SF local laws, including Sick pay, Health Care Security Ordinance and Fair Chance Ordinance
- Maintains employee relations by being a resource for questions, concerns, mediation, and general employee matters
- Mediates conflict between employees and supervisors and/or other employees; resolves grievances
- Is approachable to employees for work/employment issues, along with personal concerns by offering resources for personal life matters
- Researches/answers employment concerns of the employee
- Acts as a point person for employee safety, welfare and wellness
- Supports general employee relations
- Provides general recordkeeping and filing of mandatory employee files
- Tracks vacation and other pay; balances and accrual
- Maintains employee files and the HR filing system
- Manages historical HR records for filing and retrieval
- Coordinates miscellaneous office needs and functions, such as party planning, employee meetings, clothes ordering
- Facilitates company-wide meetings and functions
- Communicates with employees about general company news, new hires, etc.
EXPERIENCE/SKILLS REQUIRED/ATTRIBUTES:
We realize that every interested candidate might not have all of the desired experience, but here is what we are looking for in terms of experience and skills… the more you have, the better!
- Minimum of five years of Human Resources experience. Minimum of seven years of professional experience.
- Experience in a Construction, Architecture, Engineering or related office environment is a plus.
- Complete competency in Microsoft Word, and Outlook. Excellent Excel skills.
- Results-oriented and works well under tight deadlines, yet has a flexible approach to the job
- Excellent time management and organizational skills with the capability to use own initiative
- Mature set of communication skills, written and verbal
- Good leadership and management skills with an approachable and compassionate nature
- Fair and objective approach to all personnel and working situations
- Ability to stay calm in busy and stressful situations
- Respectful of employee confidentiality and ability to listen fairly to employee concerns
- Works both independently and as part of a team
- Professional services background is preferred.
EDUCATION/CREDENTIALS:
Bachelor’s degree required. Human Resources Management, Business, Organizational Development, or related major is preferable.
