POSITION TITLE: Assistant Health Services Systems Director - Application Software

REPORTING TO: Director, Information Systems

The County seeks an Assistant Health Services Systems Director - Application Software to manage the day-to-day software analysis, design, development, acquisition and application support functions of the Health Services Information Systems Division.

SCOPE AND RESPONSIBILITIES:
The position is distinguished from the Health Services Systems Director in that the latter class is responsible for the overall design, management and ongoing evaluation of all information and communications systems activities in the Health Services Department including systems analysis and programming. S/he will manage software application development, acquisition and support activities, develop and maintain disaster recovery plans; supervise subordinate professional and technical staff and additional duties, including, but not limited to:

  • Overall Responsibility for:
    • Business Analysis
    • Project planning
    • RFP development and product selection
    • Application Development
    • Testing
    • Deployment
    • Application Support for in-house and vendor based systems (including contract management for vendors and individual personnel services)
    • Data quality
    • Data analysis and reporting
    • Interfaces
    • Determining and enforcing Process and Product standards for applications; including GUIs, shared objects (QAd stored procedures)
    • Collaboration activities between application support and development
  • Specifically:
    • Plans, organizes and coordinates systems application and technical software development, testing and deployment
    • Analyses business trends in the IS field; plans projects related to Department needs and prepares, reviews and selects vendor products through the Request for Proposals (RFP) procedure
    • Promotes increased understanding of systems support concepts and techniques through training and communications with support staff
    • Develops and maintains disaster recovery plans for software applications
    • Manages application support for in-house and vendor based systems; determines and enforces process and product standards for applications
    • Assists in developing and monitoring the budget for application functions
    • Ensures data quality and interfaces through analysis and reporting
    • Selects, trains and evaluates information technology personnel; provides or coordinates staff training; and works with employees to correct deficiencies
    • Prepares correspondence and presents staff reports
    • Provides staff assistance to the Health Services Systems Director
    • Attends and participates in a variety of boards, commissions, community and professional group meetings and stays current with new trends and innovations in the field of information technology
  • Success in this position would result in:
    • Clear indications that IS is moving in the same direction (from a user and IS staff perspective) and that inter-group decision making is handled effectively

EXPERIENCE/SKILLS REQUIRED:

Minimum of TEN years of overall progressively responsible business experiences, as well as a minimum of four years of full-time experience in programming and systems analysis for a Health Services related organization, which included two years at either the project management and/or supervisory level.

    • Change management principles and practices
    • The principles of work organization, simplification and layout
    • The organization and functions found in health care agencies
    • The principles of supervision, training and performance evaluation
    • The pertinent Federal, State and local laws, codes and regulations
  • Ability to:
    • Provide information systems project management services
    • Provide high quality oral and written communication
    • Develop an end-to-end understanding of the information supply chain for administrative and clinical processes
    • Collaborate and coordinate with Operations, Network and OS staff to ensure data integrity and security
    • Oversee the provision of software support services
    • Develop and maintain disaster recovery plans
    • Select, supervise, train and evaluate staff
    • Research, analyze and evaluate new service delivery methods and techniques
    • Establish and maintain effective working relationships with others
  • Specialized experience:
    • Oracle or MS SQL Server Relational Database
    • Windows 2000 or 2003 Operating Systems preferred
    • Experience in environment using Microsoft .NET

EDUCATION:

Must have a Bachelor's degree from an accredited college or university, with a major in business administration, computer science, management information systems or a closely related field
