SCOPE AND RESPONSIBILITIES:       
This position is responsible for control of capital and expense budget expenditures for a heavy rail construction project in California. Responsible for processing and monitoring expenditures, project status reporting, annual capital and expense budget preparation, cost trending analysis and change order tracking. Position also identifies any budgetary or financial issues related to the project and recommends corrective actions.

Primary Duties & Responsibilities:
Prepares and maintains overall project budget. Prepares annual elements of capital and expense budget, maintains backup documentation and directs their input into Client’s accounting system.
Maintains detailed project cost data using Client software. Oversees integration of cost and schedule data between software applications. Ensures that reporting is integrated with and supporting program-level cost reporting.
Prepares monthly and quarterly project cost status reports within the program controls structure.
Administers budget variance tracking for the project. Investigates variances and recommends needed adjustments and corrective actions to project manager and senior management and monitors intergovernmental funding agreements related to the project to ensure that all costs and offsetting revenues are accounted appropriately.
Regularly generates cost forecasts, trending reports, contingency drawdown maintenance to ensure budget adherence as well as analyzing costs, reviewing change orders and invoices, and processes budget revisions.

 

EXPERIENCE/SKILLS REQUIRED:                
Minimum of three (3) years of experience in cost control of large scale public works projects; including, budget preparation and reporting.
Knowledge of FTA (Federal Transit Administration) requirements, policies and procedures as they pertain to control of major federally-funded projects.
Knowledge of construction contract administration policies, procedures and concepts including change orders and contract amendments.
Knowledge of construction cost control, estimating and program management.
Knowledge of engineering project management; including scheduling and construction management.
Knowledge of accounting principles, budgetary principles, forecasting, budget and cost analysis.
Proficiency with Microsoft Office Suite as well as working knowledge of financial/accounting software and construction cost control software.
Ability to communicate effectively, orally and in writing.
Ability to use sound judgment.
Ability to manage time and workload effectively which includes planning, organizing and prioritizing.
EDUCATION/CREDENTIALS:            
Bachelor's degree in Construction Management, Accounting, Finance or a closely related field.
